Dr. Omar Rashid specializes in surgical oncology and robotic surgery and is board-certified in Complex General Surgical Oncology and General Surgery. His research team leads initiatives related to cancer care, surgical care, health policy, cancer prevention and survivorship. Dr. Rashid serves as an ACS CAN volunteer advocate in Florida, urging his elected officials to prioritize policies that increase access to health care, reduce the burden of tobacco addiction, and bolster lifesaving cancer research and prevention programs.

Executive Administrator, Cancer Services at UF Health

Kelly Batista is the Executive Administrator of Cancer Services at UF Health Shands Hospital in Gainesville, Florida. Kelly oversees operations of UF Health Cancer Services in Medical Oncology, Radiation Oncology, the Infusion Center, the Center for Advanced Therapeutics Tumor Registry, and Navigation. To fulfill the clinical enterprise aspect of the tripartite mission of UF Health, Kelly engages in a multidisciplinary leadership approach by collaborating with faculty, administration, and other teams in a broad range of departments. Kelly also works closely with UF Health Jacksonville, St. John’s, and Central Florida market leaders to support cancer strategy and operations on a system-wide scale.

Previously, Kelly Batista was the Executive Director of the Brian D. Jellison Cancer Institute for Sarasota Memorial Health Care System in Sarasota, Florida. Working in a dyad-leadership model with the Institute’s Chief Medical Director, Kelly was responsible for the strategic development and operational oversight of the Jellison Cancer Institute, including physician alignment and recruitment, programmatic expansion and implementation, philanthropic advancement, and the design and construction of multiple new cancer care facilities.

Kelly dedicated nearly 14 years at Sarasota Memorial before commencing with UF Health Shands Hospital in 2024, where she has brought her knowledge and experience with her to better serve UF Health.

In support of future healthcare leaders, Kelly Batista serves on the University of South Florida Masters of Healthcare Administration (MHA) Advisory Board. She also serves on the Northeast Florida Advisory Board for the American Cancer Society.

Kelly is active in the professional society, the American College of Healthcare Executives, previously supporting the Western Florida Chapter as President.

Maureen Mann

Vice President, Lynn Cancer Institute and Lynn Women’s Health & Wellness Institute

Maureen G. Mann is a nationally recognized healthcare executive and cancer advocate, bringing over two decades of dedicated volunteer leadership to the American Cancer Society. She currently serves as Chair of the Board of Directors for the American Cancer Society Cancer Action Network (ACS CAN), the organization’s nonpartisan advocacy affiliate.

Maureen has played a critical role in shaping public policy aimed at reducing the cancer burden across Florida and the nation. She was instrumental in Florida’s successful effort to increase the state’s cigarette tax in 2009, the first in more than two decades, and continues to fight for sustained tobacco prevention funding. A passionate community advocate, she helped grow the South Florida Policy Forum into one of ACS CAN’s largest and most impactful fundraising and advocacy events in the country.

Previously, Maureen served as Vice Chair and Treasurer of the ACS CAN Board. She has also contributed her expertise to the White House Cancer Moonshot Initiative, lending her insights to strengthen the national dialogue on improving cancer outcomes and closing health equity gaps through public and private collaboration.

In her current executive role, Maureen leads strategy and operations for two major institutes in South Florida while continuing to champion cancer prevention, early detection, and equitable access to care at the state and federal levels.

Maureen has held leadership positions across numerous oncology and community health organizations. Her past service includes the Florida State Cancer Plan Council, the national editorial board of the Association of Community Cancer Centers, and the Board of Directors of Gilda’s Club South Florida. She is a past treasurer of the Oncology Nursing Society Foundation and an alumna of Leadership Miami (Class of 1995) and Leadership Boca (Class of 2018), as well as a long-standing member of the Junior League of Fort Lauderdale.

She earned a B.A. from Harvard University and both M.S. and M.B.A. degrees from Florida Institute of Technology. A lifelong advocate for wellness, Maureen completed her first half marathon in 2012 in support of the American Cancer Society. She continues to serve her community through education, mentorship, and policy work and enjoys swimming and international travel with her husband.

Executive Director of the AdventHealth Cancer Institute

Katie Zacher serves as the Executive Director of the AdventHealth Cancer Institute, with responsibilities for various dedicated areas including system-wide Oncology Infusion operations and strategies, BMT, corporate-wide Oncology IT strategies, and Oncology Revenue Cycle Operations.

Katie has spent her career in various clinical, operational, and revenue cycle areas of Healthcare, beginning her career in Women’s Health. She began her work in cancer 10 years ago when she joined AdventHealth’s physician enterprise, later becoming the Director of Oncology for AdventHealth Medical Group. After leaving that role, and prior to her current role, she also served as the Director of Revenue Cycle Operations, focusing on Oncology. Katie has held multiple planning committee and board positions within state and national Oncology societies, including FLASCO, ACCC, and the American Cancer Society. She earned undergraduate degrees in both Business and Finance, as well as her MBA in Healthcare and is currently pursuing an MSJ in Healthcare Law.

Senior Associate Consultant Quantitative Health Sciences, Professor of Clinical Translational Science

Dr. Janice Krieger (Ph.D., Penn State University) is Professor of Clinical Translational Science at Mayo Clinic, Florida. She is a communication scientist with expertise in developing, implementing, and evaluating culturally tailored interventions that utilize precision messaging techniques to increase cancer health equity. Her research uses principles of communication science to improve translation of basic and clinical research to address patient, family, and community needs to examine how all individuals receive the right messages at the right time in their patient journey.

Dr. Krieger is PI or contact PI of two large NIH-funded clinical trials that utilize communication theory and technology to improve access to and quality of clinical care, ranging from screening to survivorship. She also serves as Associate Director of Community Outreach and Engagement at Mayo Clinic Comprehensive Cancer Center (MCCCC) Florida and co-leader of the Prevention, Survivorship, and Care Delivery Research Program within the MCCCC.

Administrator, Florida Department of Health Cancer Prevention and Control Program

Felisha Dickey serves as the Administrator for the Florida Department of Health Cancer Prevention and Control Program. Ms. Dickey has over 25 years of public health experience and has served as the Program Administrator since 2021 where she oversees management of the Florida Breast and Cervical Cancer Early Detection Program, the Comprehensive Cancer Control Program, and the Colorectal Cancer Control Program. Prior to becoming the Cancer Program Administrator, Felisha served as the Program Manager of the Florida Colorectal Cancer Control Program for ten years.

Chief Operations Officer, True Health

Nurez Madhany is the Chief Operations Officer of True Health, a private, not for profit community health center. Nurez provides executive oversight of the following departments: Operations, Outreach and Enrollment, Medical Records and Referrals, Medical Scheduling/Call Center, Information Technology, and Facilities.

Following a successful 20-year career in the Hospitality Industry, Mr. Madhany chose to return to school in 2010 to pursue a Master of Public Health degree. Upon graduation in 2012, Nurez was hired by the American Cancer Society and served as the Health Systems Manager, Primary Care Systems in Central Florida. He was an account manager and brand ambassador, covering 10 counties, promoting the adoption and implementation of ACS programs. He delivered on evidence-based cancer screening strategies designed to have a broad population impact on reducing cancer incidence by closing gaps in care and focusing on continuous quality improvement, specifically improving UDS and HEDIS measures and decreasing mortality rates. Mr. Madhany was one of the primary developers of the Colonoscopy Needs Calculator, hosted on the National Colorectal Cancer Roundtable’s Learning Center.

Mr. Madhany joined True Health in 2019 as the Director of Quality. In that role he provided leadership and technical expertise to the Quality Improvement and Care Coordination Programs to improve patient care by designing and implementing programs to help increase provider efficiencies and close patient gaps in care.

Mr. Madhany’s passion to serve drives him as he challenges his team to find creative solutions to overcome barriers to care and achieve True health’s Mission.

Maureen McGuinn, BA, MBA

Associate Director, Cancer Center Partnerships

Maureen joined the American Cancer Society in 2014 and currently serves as a member of the Southeast Region Patient Support Community Impact Team.  She partners with cancer centers in Southeast Georgia and Northeast/Central Florida to provide support and resources for people living with cancer, caregivers, providers, and care teams.  Most of this work spans the cancer spectrum with initiatives focused on cancer prevention, early detection, treatment support, caregiver support, and access to care solutions such as lodging and transportation resources.

Born and raised in Chicago, Illinois Maureen has called Jacksonville, Florida home since 2011.   She has a Bachelor’s of the Arts degree from Northeastern Illinois University and completed her MBA at Keiser University.  Prior to joining the ACS team Maureen worked with Girl Scouts of Gateway Council in Jacksonville and has been a volunteer for Duval County Public Schools.  Maureen currently volunteers with Tobacco Free Jacksonville as Vice Chair of their Executive Leadership Board. In her spare time Maureen enjoys cycling, going to the beach, sipping coffee, and being artsy at her flea market boutique.

Vice President, Regional Advocacy, American Cancer Society Cancer Action Network

Dr. Paul Hull is the head of the ACS CAN’s Hope Region, which includes 25 states plus the District of Columbia and Puerto Rico. Hull joined the American Cancer Society in 2002, serving for ten years as the Vice President for Advocacy and Public Policy for the former Florida Division prior to taking on multi-state, regional roles at ACS CAN. He has nearly 40 years of experience in the legislative, government relations, and public policy arenas. During his tenure with the organization, he has driven highly successful campaigns in the areas of smoke-free workplaces, tobacco prevention and education, tobacco taxes, breast cancer screening, and cancer research. He gained extensive experience in government and public policy during his nearly 15 years as a legislative staffer, serving in committee analyst roles for several years and then as the chief policy aide for multiple members of Florida Senate leadership.

 

Hull earned a B.A. in Political Science from the University of Florida and an MPA from Florida State University. He completed a Ph.D. in Public Policy at Liberty University, with a dissertation on the impact of state investment in cancer research capacity and infrastructure. Hull teaches courses on state and local government and health politics and policy at the University of North Florida. A native of Jacksonville, Florida, Dr. Hull is currently based in that area. He and his wife, Holly, together have six children.
